Cameroon Calls for Bids to Audit CFA10.5 Billion Food Security Project SECAL


(Business in Cameroon) – Finance Minister Louis Paul Motaze has issued a restricted national call for tenders to select a firm to conduct an accounting and financial audit of the Food Security Support Project in Rural Areas (SECAL). The estimated cost is 90 million CFA francs, covering five annual audits from 2024 to 2028. The audit is part of the conventional audits for programs under the Debt Reduction and Development Contract (C2D), which are financed by the French Development Agency (AFD).

The audit’s purpose is to provide an independent professional opinion on the accounting and financial status of each component of the SECAL project, with a focus on expenditures. Launched in 2024, the project aims to create jobs, foster inclusive growth, and enhance food security by improving the ecosystem for rural businesses.

Funded with 10.5 billion CFA francs by the AFD, the SECAL project operates in six regions: Center, Littoral, West, North, Far North, and Southwest. It is structured around three main programs. The Pastoral Consolidation and Sustainability Program (PCP-ACEFA) aims to sustainably improve the productivity and income of one million Cameroonian farms by 2035. The Professional Training Support Program (AFOP) focuses on training and skills development. Finally, the Integrated Program for the Valorization and Processing of Agricultural and Agri-food Products (Transfagri) supports the processing and marketing of agricultural goods.

To date, over 8,400 rural businesses have been identified to receive AFD funding. The project’s goal is to reach 500,000 farms by 2025, thereby strengthening the resilience and productive capacity of Cameroon’s agro-pastoral sector while ensuring transparent and rigorous management of public and conventional funds.
