Cameroon approves diaspora-led CFA500bn Resort City project in Limbe

The Cameroonian government has approved a 500 billion CFA francs public-private partnership project to build a modern tourism village in Limbe, South West Region. The project was validated on April 7, 2026, during an extraordinary session of the National Tourism Board chaired by Prime Minister Joseph Dion Ngute.

Code-named Enrich Resort City, the development will be implemented over seven years on a secured 125-hectare site in the Fako Division. It is spearheaded by the diaspora through Enrich Network Corp (Canada), in collaboration with the Ministry of Tourism and Leisure and other stakeholders.

The project is designed to integrate hospitality infrastructure, residential spaces, leisure facilities, maritime tourism, renewable energy systems, and digital connectivity. Authorities project the site will attract more than three million international tourists and six million domestic visitors annually once completed.

The project will be executed in three phases. The first begins with a five-star resort under the Marriott brand and a 3,500-seat conference centre, aimed at positioning Limbe as a hub for international events. The second phase includes a 300-bed teaching hospital and supporting developments. The third adds a shopping mall, cultural centre, and other social infrastructure.

The broader concept includes four hotels — two five-star, one four-star, and one three-star — alongside villas, serviced apartments, a golf course, marina facilities, and sports complexes. Plans also feature a technology hub, a hospitality training college, and water transport services.

Government is expected to carry out preliminary works, including the provision of access roads, before full implementation begins.

The project is expected to create 10,000 jobs and stimulate multiple segments of the tourism value chain, including construction, hospitality, retail, transport, and digital services.

This is an important contribution of the diaspora to the economic growth of our country,” said Gabriel Mbairobe, Acting Minister of Tourism and Leisure.

Officials from the Ministry of Economy, Planning and Regional Development stated that the project will contribute to economic transformation, infrastructure modernisation, and improved competitiveness of Cameroon’s tourism sector in Central Africa and the Gulf of Guinea. The Limbe development is among 200 tourism projects selected for implementation under current national priorities.

Dr. Sammy Tita Fombang, Chairman of Enrich Resort City and CEO of Enrich Network Corp (Canada), said the project is anchored on Limbe’s natural coastal assets and strategic location.

We are going to build a smart city themed as a leisure and tourism hub because of the project’s geographical location,” he said. “When the project is completed within seven years, we would have four internationally branded hotels.”

He also highlighted the technology hub as a space where foreigners and Cameroonians in the diaspora can come and work for three to four months at a time.

Prime Minister Ngute encouraged stakeholder participation, noting the role of diaspora-led initiatives in advancing national development priorities in line with the National Development Strategy, NDS30.
