Douala allocates CFA4.6bn to oversee waste collection and regulate operators


The Douala Urban Community (CUD) has awarded four contracts to oversee the performance of waste collection operators in Cameroon’s economic capital. Four consulting firms were selected for five-year mandates, for a total amount exceeding CFA4.6 billion.

RID SARL won Lot 1 for CFA1.27 billion, KB SAP Consulting secured Lot 2 for CFA1.20 billion, Dynamic SARL was awarded Lot 3 for CFA957 million, and Creaconsult took Lot 4 for CFA1.22 billion.

The firms are tasked with providing continuous monitoring of service quality delivered by urban sanitation operators. The objective is to strengthen contract management by measuring actual performance, flagging shortcomings, and documenting results in a sector marked by strong public expectations and health risks.

The move comes as household waste collection, street sweeping, and cleaning of certain roads, public spaces, and markets are being assigned to a new operator, Genelcam, under Lot 3, for a contract valued at CFA14 billion. The addition of a second operator is intended to reinforce Hysacam, which remains active on the ground, amid ongoing challenges in ensuring service continuity.

Douala has faced a persistent waste management crisis for several years, with streets and public areas frequently littered, exposing residents to health risks. The CUD estimates daily household waste generation at about 2,700 tons. Hysacam says it collects around 1,800 tons per day, or roughly 70% of total output, leaving about 30% uncollected.

For 2026, the CUD has earmarked CFA7 billion for waste management. In addition, the city executive has announced a CFA100 million allocation to district councils. These funds are to be granted to associations or small and medium-sized enterprises to purchase bins and bags for pre-collection of household waste and transport to designated collection points.
