(Business in Cameroon) – The Government of Cameroon through the Ministry of Public Works has issued a public call for expressions of interest to recruit a consulting firm to carry out a six-month road safety audit of the Babadjou–Bamenda highway and its related roads. The call for expressions of interest is issued under the Transport Sector Development Project (TSDP), financed through the International Development Association (IDA) Loan No. 7590-CM to the State of Cameroon. The TSDP aims to strengthen transport systems, enhance road safety and optimise the management of national road infrastructure.
According to the terms of reference, the selected consulting firm will conduct a detailed safety audit over a six-month period, focusing on identifying potential safety issues, assessing associated risks and proposing engineering measures to improve safety along the Babadjou–Bamenda section and its connecting roads.
The Ministry of Public Works notes that the objectives of the audit include identifying the extent to which road safety has been integrated into the design and execution of road works, determining locations with high accident risks, assessing the effectiveness of safety measures currently in place, and propose technical and engineering solutions where necessary to enhance safety for all road users.
The audit will also analyse the impact of various factors such as road geometry, traffic volume and environmental conditions on user safety. Findings are expected to guide future interventions designed to minimise accidents and enhance road user protection. The Ministry further notes that the consulting firm will conduct the audit over a six-month period, from the date of contract signature. During this period, the consultant will produce a start-up report, a road safety training report, provisional reports, and a final report containing recommendations and proposed mitigation measures.
The project will be supervised by the Joint Financing Road Projects Unit (JF-RPU), under the technical oversight of the Ministry of Public Works (MINTP). The JF-RPU will ensure coordination between national and international partners providing funding and technical support under the TSDP. Interested consulting firms are required to demonstrate proven experience in road safety projects, traffic studies and infrastructure audits carried out over at least ten years. Applicants must show cumulative experience in the execution of road safety audits and research activities related to road infrastructure during this period.
Applications must be submitted in sealed envelopes, addressed to the Minister of Public Works, through the Project Execution Agency, Joint Financing Road Projects Unit (JF-RPU) in Yaounde. Submissions should include both printed and electronic versions of the proposal, together with documentation proving the firm’s qualifications and relevant experience. The Babadjou–Bamenda road is a key section of the Yaounde–Bamenda corridor, connecting Cameroon’s capital to the western regions and extending to the border with neighbouring Nigeria.
