Cameroon, UAE Sign Deal to Expand Access to Aviation Safety Equipment

(Business in Cameroon) – Cameroon and the UAE signed an agreement to support Equip4Safety, a digital platform enabling global exchange and reuse of aviation safety equipment.

  • The deal aims to reduce disparities in access to critical equipment between well-funded airports and those in emerging markets.
  • The initiative supports ICAO’s “No Country Left Behind” program, promoting inclusion, safety, and capacity-building in civil aviation.

Cameroon and the United Arab Emirates signed an agreement on September 30, 2025, on the sidelines of the 42nd Assembly of the International Civil Aviation Organization (ICAO) in Montreal. The pact seeks to democratize access to aviation safety equipment and accelerate the adoption of circular economy practices in the sector.

Paule Assoumou Koki, Director-General of the Cameroon Civil Aviation Authority (CCAA), and Saif Mohammed Al Suwaidi, Director-General of the UAE General Civil Aviation Authority (GCAA), signed the protocol. The agreement includes financial, technical, and strategic support from the UAE to Equip4Safety, a digital platform developed by the CCAA, and joint international advocacy to promote its adoption.

Equip4Safety is designed as a collaborative interface that facilitates the access, exchange, and reuse of both new and second-hand ground-based aviation safety equipment. Airlines, airports, suppliers, and operators will be able to publish, buy, sell, or exchange essential operational safety equipment.

The platform integrates circular economy principles, with a strong focus on traceability and compliance with international standards, enabling maximum reuse of materials without compromising safety.

Beyond equipment transactions, the agreement aims to reduce asymmetries between large international hubs and resource-limited airports. The CCAA said, “Cameroon is advocating internationally to ensure that every country, regardless of wealth, can contribute to a safer global airspace.”

The initiative aligns with ICAO’s “No Country Left Behind” program, which promotes inclusion, safety, and capacity-building in civil aviation authorities. With UAE support, Equip4Safety seeks to expand the availability of new and refurbished equipment and lower barriers for emerging market operators.

For Cameroon, the partnership supports its drive toward standardization and regional dissemination by attracting certified suppliers, pooling acquisition and maintenance costs, and reducing procurement delays for critical parts and equipment.

For the UAE, the deal leverages the GCAA’s regulatory expertise and strengthens a global ecosystem of aviation equipment aligned with best international practices.

Ultimately, the collaboration aims to raise operational safety levels across African airspace while democratizing access to compliant equipment for all users.
