Cameroon Targets CFA450 Billion in Non-Tax Revenue by 2028


(Business in Cameroon) – The Cameroonian government plans to raise 450 billion CFA fracs  in non-tax revenues by 2028, a 50% increase from the 300 billion CFA francs collected in 2024. This projection comes from the 2026-2028 Economic and Budgetary Programming Document, prepared by the Ministry of Finance.

This target represents 75% of the estimated non-tax revenue potential, which the tax administration has assessed at 600 billion CFA francs. To achieve this goal, the Treasury is counting on a targeted expansion of its revenue base. Non-tax revenues include, among other things, fees for administrative documents, fines, rent from public buildings, competition fees, and judicial act charges.

To boost these revenues, the government plans to introduce new income sources. It intends to implement visa fees equal to 5% of the fees paid under employment contracts for foreign experts. It also plans to penalize unregistered contracts with a fine equivalent to three months’ gross salary or 5% of the fees concerned. Additionally, a fine of up to one million CFA francs is being considered for sanctioned operators who wish to resume activity in public procurement. This amount would correspond to 2% of the value of the contract in question.

Furthermore, all applications to open a vocational training center will be subject to an accreditation fee of 150,000 CFA francs. The operation of cinematographic works will require an annual fee of 200,000 CFA francs. Electronic certificates issued by the Ministry of Public Procurement will be subject to a 100,000 CFA francs in annual fee. All these fees will be collected through the digital platform Trésor Pay, which has been operational since 2023.

This strategy to increase non-tax resource mobilization aims to address the rising cost of government spending. It is expected to help cover security expenditures, debt repayment, and the financing of development projects. For 2025, authorities are already targeting collections of 361 billion CFA francs.
