(Business in Cameroon) – On June 4, 2025, Thierry Hervé Jackson Ngwa Edielle, National Coordinator of Cameroon’s Local Governance and Resilient Communities Project (Prolog), signed two grant agreements in Yaoundé. These agreements will provide a combined 350 million CFA francs in investment support to the municipalities of Yagoua and Guere in the Far North. The funds are earmarked for projects in the health, water, and energy sectors.
“Many of our children don’t have access to education, which greatly undermines their chances in life. Thanks to Prolog, we will soon benefit from six blocks of two classrooms each, as well as the installation of solar streetlights in some localities. I’m deeply satisfied,” said Alphonse Vildina, Mayor of Guere. His counterpart in Yagoua, Pierre Lirawa, added, “We’re pleased to see that the urgent needs of our people are being addressed swiftly through Prolog.”
According to the Prolog coordinator, the funds, disbursed under the project’s Community Investment Support Grant (CISG) window, demonstrate the Cameroonian government’s commitment to strengthening its social contract with local communities.
Prolog, funded with 189.2 billion CFA francs from the World Bank, is overseen by the Ministry of Decentralization and Local Development (Mindevel). Its stated goal, as outlined in a January 25, 2024 Prime Ministerial decree, is to “expand community access to climate-resilient infrastructure and strengthen local capacities for effective resource management and service delivery.”
Although designed as a five-year program spanning 2022–2027, Prolog only became operational in 2024. It is currently being implemented in six of Cameroon’s ten regions: the three northern regions (North, Far North, and Adamaoua), the East, and the conflict-affected North-West and South-West. These are either among the country’s poorest regions or areas experiencing social and political instability.
